How to add a niche staffing vendor to your VMS or MSP program

Guide8 min read

The short answer

To add a niche staffing vendor to a VMS or MSP program, confirm who runs the program, ask your program office for a specialist or out-of-category route, sponsor the supplier internally, and complete the buyer's onboarding documents and rate card. Most programs start onboarding from the buyer side, so the hiring manager's request is what moves it.

If your company buys contract labour through a vendor management system (VMS) or a managed service provider (MSP), a specialist supplier cannot simply be hired. It has to be added to the program, and the program was probably designed around generic roles. This guide is for the hiring manager or procurement lead who needs a niche platform engineer and finds that the approved panel has none. It is written generically: platform names are examples, and your program office's rules win over anything here.

Niche roles fall out of MSP programs for three structural reasons

The short answer is that these programs are built for volume and category, and a scarce platform engineer is neither. In our reading, three things usually cause it.

  • Categories are generic. Rate cards are set by job category, so there may be no line for 'IBM MQ engineer' or 'ServiceNow ITOM developer', and the closest category is priced for a generalist.
  • Tiers favour incumbents. On MSP panels, tier-one suppliers can see a requisition first, sometimes during an exclusive window of 24 or 48 hours, and tiers are usually set once at implementation and rarely revisited [1]. A specialist outside the panel never sees the requisition.
  • Panels are closed to new suppliers. Suppliers on an MSP panel compete on a scorecard and submit through the program's portal, and supplier onboarding is a major driver of rollout timelines [1], so adding one mid-year takes a sponsor with a reason.

A VMS is the software and an MSP is the party that runs the program

The two terms are used loosely, and the difference decides who you ask. A VMS is the platform that manages the contingent-worker lifecycle, from sourcing and engagement through invoicing, reporting and offboarding [2]. An MSP is a firm that operates the program on the buyer's behalf, often on top of a VMS. Some buyers run a VMS with their own program office and no MSP.

Question to ask your program officeWhy it matters
Is the program run in-house or by an MSP?Decides who approves a new supplier.
Which VMS is it, and is the supplier panel open?Decides whether a request is possible at all.
Is there a tier structure, and what tier would a new supplier join?Decides whether the supplier ever sees a requisition first.
Is there a specialist, out-of-category or tail-spend route? The usual way niche roles are bought outside the panel.
Is fixed-scope SOW work treated differently from hourly staff augmentation? Many programs route the two differently.

Eight steps to add a specialist supplier

The sequence below is generic. Expect your program to reorder or skip steps.

  1. 01Name the gap in writing. One paragraph: the role, the platform, why the panel cannot fill it, and the cost of the vacancy. This is what a sponsor needs.
  2. 02Identify the program owner. The VMO, the procurement category manager or the MSP account lead. Ask the questions in the table above.
  3. 03Ask for the specialist route first. An out-of-category or tail-spend exception is faster than a panel change.
  4. 04Sponsor the supplier. Programs typically begin onboarding on the buyer's invitation, not the supplier's application, so the hiring manager's request is the trigger.
  5. 05Send the documents. See the checklist below. Send them as one complete pack to avoid rounds of questions.
  6. 06Agree the rate card and fees. Programs often pass platform or program fees to the supplier, so the rate you see in the VMS includes them. Agree the card by role and location before the first requisition.
  7. 07Set up access and workflow. Supplier administrator, users, timesheet and approval flow, invoicing route and who receives requisition alerts.
  8. 08Submit through the portal and review at six months. Suppliers on a panel submit through the program's portal, not by emailing hiring managers directly [1]. Tiers deserve a review on performance every couple of quarters [1].

The documents a program will ask for

Programs differ, but a complete supplier pack covers the items below. Your VMO's list is the authority. Prepare or request all of them before you start, because missing paperwork is the most avoidable delay.

DocumentWhy it is asked
Supplier agreement or MSA, and a SOW templateThe commercial and legal basis for every engagement
Rate card by role and delivery locationLoaded into the VMS and compared against category caps
Tax form and payment details (W-9 for a US supplier)Vendor master setup and invoicing
Certificates of insuranceTypically general liability, workers' compensation and professional liability; limits vary
Worker classification and engagement modelWhether workers are employees, subcontractors or through an employer of record
Background check, right-to-work and screening policyCompliance with the buyer's onboarding standard
Information-security questionnaire or attestationsAccess to systems and data is tied to supplier assurance
NDA and IP assignment termsProtects the buyer's work product
Subcontractor and flow-down policyWhich obligations pass to anyone the supplier engages
Business continuity and replacement policyWhat happens if a worker leaves mid-engagement
A typical list, not a statement of what any single program requires.

To see which of these ConnTal can supply for your program, request our supplier pack through the contact page and tell us which platform and tier you use. We will confirm what we can provide before you spend time on onboarding.

Direct sourcing is sometimes allowed, and the program decides when

Going around the VMS is rarely permitted for staff augmentation, but fixed-deliverable work can sometimes sit outside it. Do not decide this yourself: ask procurement, because off-program spend can breach policy and create compliance and tax exposure.

Through the VMS or MSPDirect or outside the program

For comparison, our overview of the three buying models is in the guide on staff augmentation, managed services and direct hire, and the costs behind a rate card are in what IT staff augmentation costs. When you are ready, request the supplier pack and send us your platform and tier.

Related questions

What is the difference between a VMS and an MSP in staffing?

A VMS is the software that manages the contingent-worker lifecycle, from sourcing to invoicing and reporting. An MSP is a firm that operates the program on the buyer's behalf, often on top of a VMS. Some buyers run a VMS with no MSP.

How does a specialist staffing vendor get added to a VMS?

Usually the buyer invites it. The hiring manager names the gap, the program office confirms the route and tier, and the supplier completes the agreement, insurance, tax, compliance and rate card documents before gaining platform access.

Why can't I get niche engineers through my MSP?

Programs are built around generic job categories and supplier tiers, and a scarce platform role often has no category, while tier-one suppliers see requisitions first. A specialist or out-of-category route is the usual fix.

Is ConnTal onboarded to Fieldglass, Beeline or other platforms?

We do not claim onboarding on any named platform on this page. Request our supplier pack through the contact page, tell us your platform and tier, and we will say plainly what we can and cannot meet.

Tell us the role. A practitioner scopes it, not a recruiter.

Send the requirement — or the job description you are not happy with — and an engineer who runs this technology will tell you what is missing before we source anyone.
